The Vietnam Human Rights Act of 2009 was introduced to the US Congress

Mr. Smith of New Jersey (for himself, Mr. Wolf, Ms. Zoe Lofgren, Ms. Loretta Sanchez, Mr. Royce, Mr. Rohrabacher of California, Mr. Cao of Louisiana, and Mr. Pence of Indiana) has introduced the Vietnam Human Rights Act of 2009 to the US Congress. The Act has the purpose of promoting freedom and democracy in Vietnam by withholding non-humanitarian assistance to the Government of Vietnam until basic civil rights are restored. The Act would also prevent Vietnam from receiving the Generalized System of Preferences (GSP) until its labor standards are improved.
