Bui Thi Kim Ngan Requests Vietnamese Authorities to Let Her Husband Have Medical Treatment

SOCIALIST REPUBLIC OF VIETNAM

Independence - Liberty - Happiness

Urgent Request

for medical treatment

To: Secretary General Nong Duc Manh

Chief of State Nguyen Minh Triet

      Prime Minister Nguyen Tan Dung

Leaders of the party and the socialist state

Supervisors of the Nam Ha prison.

My name is Bui Thi Kim Ngan, a permanent resident at  26/30/349 Minh Khai Street , Vĩnh Tuy Precinct of the Hai bà Trưng District, city of Hanoi .

My husband is Nguyen Vu Binh, born on November 2, 1968. He was arrested on September 25, 2002, and is currently held at the Nam Ha prison in a critical health condition.

Nearly 3 months ago, his blood pressure was found to be very high, 150/130, but so far he has not been given any treatment for this condition, as well as for his digestive problems regardless of my official request twice (the first time on 9/14/2006 and the second one on 11/03/2006). In the petitions, I urgingly asked the authorities concerned to give my husband a proper general check up and appropriate treatment for his conditions.

On my 1/7/2007 visit to him, he obviously had no idea about how high his blood pressure was because it had not been checked again and no medication had been given to him. I did the checking myself with the Japanese-made electronic blood pressure machine I brought with me and found that his blood pressure was very high, 180/133. Both of us were surprised. When I got home, right away I sent him some medications, but I was worried a lot. I did not know if the prison doctor would permit him to use the medications I sent and follow up his condition. I was told by a specialist doctor that with my husband's blood pressure that high, he had to be examined and treated immediately to avoid the catastrophic consequences.

With this petition, I would like to request that the leading authorities of the Socialist Republic of Vietnam as well as the authorities of Nam Ha prison allow my husband to have immediate medical examination and treatment. Such favors are just a humanitarian response to one's rights to live and to have his health protected. I always wish my husband will be safe.

Once again, I request that the government of Vietnam and its authorities show the respect for human life by allowing my husband to have the immediate medical examination and treatment.

My children and I are very grateful to you.
