chống lại điều mà họ gọi là những mưu toan 'ngày càng tệ hại hơn'
của chính quyền Cộng sản Việt Nam nhằm hạn chế sự bày tỏ ư kiến

Carol Bartz Dear Ms. Bartz: We write to express our concern regarding the worsening internet restrictions in Vietnam. According to news reports, the Government of Vietnam has issued decrees to curtail blogs and criminalize peaceful speech. Last year, the Vietnamese government published an edict requiring all internet service providers to hand over information on users who violate the prohibitions set out by the information ministry. We are especially concerned by reports that Vietnam’s Ministry of Information and Communication may be approaching major internet service providers to request their help in policing the internet. It has come to our attention that Microsoft, Yahoo and Google have joined the Global Network Initiative, an international effort to protect freedom of expression and privacy in communications technology. As Members of Congress, we would like to commend you on this initiative. It truly signifies your efforts to respect internet freedom despite the pressure from authoritarian governments. We are pleased that you share our view that the protection of freedom of expression and privacy in communications technology is a corporate social responsibility. The internet has become a major source of communication and information for Vietnamese citizens. The popularity of personal blogs is a testament to the Vietnamese people’s desire to freely share ideas. According to the Financial Times, “Vietnam’s limited political space is getting smaller. The government has cracked down on the country’s vibrant cyber community, closing websites and imprisoning those who use the internet to challenge the Communist party.” As Members of Congress, we strongly urge you to advocate for the freedoms of speech and expression for the citizens of Vietnam by continuing to provide your technologies to the people of Vietnam in a manner that respects their rights and privacy. Carol Bartz Thưa Bà Bartz, Chúng tôi viết thư này để bày tỏ sự quan tâm của chúng tôi về t́nh trạng ngày một tồi tệ hơn của việc giới hạn xử dụng internet tại Việt Nam. Theo các báo cáo của truyền thông th́ nhà cầm quyền cộng sản Việt Nam đă đưa ra những quyết nghị để ngăn chặn các blog và kết tội những phát biểu ôn hoà. Năm ngoái, nhà cầm quyền cộng sản Việt Nam đă công bố một sắc lệnh buộc tất cả những dịch vụ internet phải cung cấp các thông tin liên quan đến những người xử dụng internet vi phạm các lệnh cấm của Bộ Thông Tin. Chúng tôi đặc biệt quan tâm tới những bản tường tŕnh nói rằng Bộ Thông Tin và Truyền Thông của nhà nước Việt Nam có thể sẽ yêu cầu các hăng cung cấp dịch vụ internet lớn để nhờ giúp đỡ trong việc kiểm soát internet.
Chúng tôi được biết rằng Microsoft, Yahoo và Google đă tham gia vào
Global Network Initiative là một nỗ lực để bảo vệ quyền tự do phát
biểu và quyền riêng tư khi xử dụng các kỹ thuật truyền thông. Chúng
tôi muốn được ca ngợi Quư Vị về sáng kiến nói trên trong vai tṛ Dân
Biểu Quốc Hội. Việc làm đó đă nói lên nỗ lực tôn trọng quyền tự do
xử dụng internet của Quư Vị bất chấp những áp lực đến từ các chính
phủ độc tài. Chúng tôi vui mừng thấy Quư Vị chia sẻ quan điểm của
chúng tôi là việc bảo vệ quyền tự do phát biểu và quyền riêng tư khi
xử dụng kỹ thuật truyền thông là trách nhiệm chung trong xă hội. Kính thư,
